Photoshop will create, via the Save as function, the following image file formats: PSD (Photoshop format for saving with layers), BMP, GIF, ESP, JPG, PCX, PDF, PCT, PXR, PNG, Targa formats, and TIFF.

Text and shapes are vectors but once saved as a jpg or tiff file rastering will occur. These vector components will remain as vectors while saved as a PSD file with layers.
