You will not be given a free Passport for civilian travel. If you are going overseas on orders, you wil be given a "Brown" passport. This is for government employees, and military that do not have Immunity status. Only those with Diplomatic Immunity get a "Red" Passport.
For civilian travel you have to go to the Post Office and apply for a "Blue" passport the same as everyone else.
It will take about 10-12 weeks to receive it. You can pay more for expedited processing. If you are already overseas, you can go to a US Embassy or Consulate and apply there.
You will need proof of citizenship, and a proper photo.

The only time you will qualify for a No Fee Passport is if you have orders to be stationed at an Overseas Location (not including Hawaii & Alaska). Even if you are OCONUS you will still need a regular Tourist Passport to travel to different locations for vacations, you can not use your No Fee passport for this. Everyone should have a Tourist Passport anyway because as of January 07 you need it to return from a foreign country (including Canada, Mexico, & Caribbean) by plane. You will also need one to return to the US in January 08 if you are coming back by sea, train or vehicle. Using your military ID is no longer an option.

I know if you are under orders and require a passport to travel it is free, if you just want want to have for personal travel you need to go to the US Post Office like everyone else. Check with your ADMIN office if you are under orders THEY should be making the arrangements for a passport for you.

Only very few are entilted to a free passport, and you probably ain't one of them! If you are, your Command will initiate the process, not you. However, do yourself a favor, get your own through the public. If you are given one because of your job, it will be diffrent from the general public (Maroon vice Blue). This WILL advertise to anyone who knows the difference, you work for the US Government, not something you want to advertise in allot of places.
Since 9-11-01 allot of policies have changed, most anyone traveling overseas is encouraged to get a passport on their own. But if your job is diplomatic or a few other areas requiring frequent oversea visits or travel you may be entitled to one.

You don't just get a free passport.
If you are in a job or an assignment that requires you to have one, an offical red passport, then you will get it. If not, then you have to pay for a blue one like everyone else.

You have failed to provide a vital piece of info....Where are you? CONUS or overseas??? Just because you are a newbee does not mean you are CONUS.
If not CONUS you will either have to get to a US Consulate Office or US Embassy.
When in Germany some guys went to Frankfurt for passports so they could go to France. The French required one.

Your personnel office. Your orderly room, or First Sergeant would be a good place to start. Unless things have changed since I was in service, your ID card takes the place of a pass port. To be sure though, ask the First Sergeant, or go to your personnel building.
