God IS perfect; He IS sovereign; He has no regrets. If He had regrets, He would contradict His nature.

God is most certainly perfect in every way. God was grieved at the wickedness of man and His heart was filled with pain. But a perfect God cannot associate with sin and therefore He was forced to do something, 2 of which you describe. Thank God He always left a remnant to carry on or we would not be having this discussion.
