for pretty much a varmint rifle out to 700 yards, yes i kno thats pushing that round a lond ways but they even use them for 1000 yd. palma matches so i think it is doable but for rifle choices it is an ar15 with an e.r. shaw barrel 24" for around 650 from model1sales.com as a kit and ill buy a lower reciever seperat it is chambered in 5.56 and ill use the 62 grain penerators with it my other choice is a NEF varmint with a 24" varmint barrel fluted for about 300 ill use 68 grain bullets in this ill top either rifle with a quality bushnell 3200 elite 10x scope as u can tell budget is a big thing or else i would just go with a leapuld scope the ar15 is a 1:8 twist and the NEF is a 1:9 but those are the choices and thanx

The 223 caliber AR-15 Platform Match Rifles can handle the range, but the question remains if you have the shooting skills and ability that it's going to take to hit a Varmint sized target at 700 yards. This is not an easy feat for anyone but an experienced shooter to do on a regular basis. You have a whole list of components that you've listed but to be honest, there is no way to know ahead of time what the end result would be. You will have to build the rifle first. Once built you can see what degree of accuracy you have as a result. As it stands now there just no way to know for sure what you are going to wind up with...I'm still not sure what your question is..

You would be much better off buying a Savage varminter in .223. Less money and way more accurate. I have built quite a few AR type rifles, including one for varmint hunitng. Since I do all the work, it was a real savings in labor costs, parts to make a real "varminter" include a new two stage trigger etc etc etc. It takes a lot more money to make the AR accurate enough for that purpose. I have no opinion on the NEF as I havent played around with one

There is only only cartridge used in Palma matches. and that is a 155gr bullet loaded in a 308.

The PALMA bolt action rifles are 7.62mm NATO caliber (Winchester .308) and fire Match Grade ammunition using a 155 grain bullet.

So I am not sure where you are getting that a 223 is used in Palma matches or that they are allowed to use a scope. Palma match BOLT action rifles use peep sights.

Micrometer aperature (iron) sights are used for sighting.

And the ranges are 800 900 and 1000 yards.

Just because you can name a bunch of high dollar parts if they are not fitted right then it will not shoot. A lot of long range shooting has to do with knowing how to judge the wind and knowing the balistics of your round inside and out backways and forwards.
