The iexplore.exe icon was missing from program file. Only found the iexplore.exe.mui which made a unusable shortcut.
The first answer worked and my icon is back on the start menu and desktop. Thanks to all!

On your desktop?
Right click any part of your desktop's background and click properties.
Click the Desktop tab... and then customize desktop at the bottom.
Click the check box next to Internet Explorer.
Click OK, and then OK again. VIOLA!

You can create a short cut for just about anything. Here's how. Go to the program folder for the item for which you wish to creat this short cut. Scroll down through the folder until you find the Icon that loads the file, in your case it would be the IE icon and it will have a .exe file extension. Right click on the icon and slide the curser down to "Send To" and then over and up or down to "Desk top create a short cut" and click. Wala, you now have a short cut on your desktop for that Item.

Serach for... iexplore.exe file and 1c found create a shortcut :)
Creating a shortcut: Right click--> Send to ---> Desktop.

Open regedit. Start/run/regedit and search for:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\HideDesktopIcons\NewStartPanel
Change the entry: {871C5380-42A0-1069-A2EA-08002B30309D} to dword:00000000
OR

Just click on it, reboot and it will re-instate IE to yr desktop
