Christians are not to judge anothers eternal destiny. "...Take heed what ye do: for ye judge not for man, but for the LORD, who is with you in the judgment." (II Chronicles 19:6)
While Christians affirm unequivocally that God is essentially good and loving, it must be emphasized that complementary to these attributes is the characteristic of justice. A loving being that ignored evil or that treated bad acts and good acts equally would not be good. Hence, if God is good, then God is also just - he must treat evil as evil. So, if any creatures merited the existence of hell, then God could remain essentially good and loving by giving them justice. Essentially, then, God does not send people to hell. Rather, people send themselves. In fact, those who choose hell would not enjoy the pleasures of heaven since those pleasures essentially flow from a right relationship with God.
Christians trust that the God met in Jesus Christ is gracious and desires reciprocal love, which means that God honors human freedom (and which in turn means, among other things, that there is a hell). Finally, Christians believe that God alone is judge of any and all -- the eternal destiny of persons is not in human hands. For Christian spirituality, that much is clear. What exactly happens after death to those who never hear the name of Christ, or those who hear it in a distorted fashion and reject it, is not so clear.
Traditional Christian spirituality has accounted or allowed for the possibility of these distortions. So the Bible speaks of God’s patience in delaying the end and day of judgment (2 Pet. 3:8-9). The tradition -- never denying that Christ is the only true light -- has conjectured that the light may get through to many people in some form (such as general revelation) without their knowing exactly how to name or identify it. (Imagine that you had never encountered the electric lamp. Then you do. Its light shines objectively, illuminating you and your surroundings, even as you know nothing about electricity and may name it nothing more accurate than "a really bright torch.")
What it gets down to is, "Shall not the Judge of all the earth deal justly?" Genesis 18:25. It would be against His nature not to!

They couldn't, heaven and hell are imaginary.
Man made up the heaven and hell lie for these reasons:
1.To give people a "reward" for living by their rules, and...
2. To scare people into living by their rules.

It's pretty simple; Hitler isn't going to heaven.
Matthew 7:16-20
"You will know them by their fruits. Grapes are not gathered from thorn bushes, nor figs from thistles, are thy? Even so, every good tree bears good fruit; but the bad tree bears bad fruit. A good tree cannot produce bad fruit, nor can a bad tree produce good fruit. Every tree that does not bear good fruit is cut down and thrown into the fire. So then, you will know them by their fruits."
Hitler had bad fruit. Hitler isn't going to heaven; he was not a true Christian.

God pretty much decides those things, not man.
I wouldn't bet the farm on Hitler being in heaven however!
Or even five cents.

"If we confess our sins, he is faithful and just to forgive us our sins and to cleanse us from all unrighteousness" (1 John 1:9, ESV).
If I may rephrase your question. Can God, in his infinite wisdom, choose to effectually call a terribly wicked man to repentance? That said man then turns in disgust from his evil ways and seeks forgiveness, through the substitutionary atonement of Christ, from God? Most certainly God can, and does, do this! However, that is not to say that either of the men in your example were such called by God.
I suggest that the scriptures are filled with people who committed spectacular sins. All of them that contributed to long-term plan of God and all that contributed to His ultimate glory. Christ's atonement covers many, many terrible sins. Jesus, speaking of all those whom His Father gave Him, said "My Father, who has given them to me, is greater than all, and no one is able to snatch them out of the Father’s hand" (John 10:29, ESV). But it does not cover the sins of those whom the Father has not given to the Son.
I suggest you seek your answers through the scriptures. One series I have found useful in my studies is by Dr. John Piper entitled "Spectacular Sins and Their Global Purpose in the Glory of Christ":

Let me posit a thought for you about hell and unrepentant, terribly evil men like Hitler. "Imagine God meeting Adolf Hitler at the judgment day and saying: 'For all your arrogance and unbelief and hatred and for all the torture and misery that you brought on millions of people my judgment of you is that from now on you will cease to exist. You will feel nothing.' And if you think that would be a terrible thing for Adolf Hitler (or anyone else), ask yourself if you were miserable during any of the thousands of years that you did not exist before you were born. The pain you experienced for not being born would be the pain Hitler experiences if he ceased to exist, none at all" (John Piper, http://www.desiringgod.org/ResourceLibrary/Sermons/ByDate/1992/800_The_Echo_and_Insufficiency_of_Hell_Part_1/).

You don't go to hell just because you don't believe in Jesus. You go to hell because of sin.
