I specialise in helping people lose weight when they have had difficulty in the past. From what I see the problem is usually when people don't deal with the problem which caused their body to get that way in the first place, for example if you start an exercise program to lose weight but keep eating high energy low value foods.

First of all, have you been eating a healthier, lower calorie diet? If you haven't, then you're not going to see any results. Consume less fat, added sugars, and salt, and eat more fruits, vegetables, and whole grains.
Second, what kind of workout are you doing? And for how long? Twenty minutes isn't going to cut it. Nor is thirty. You need at least 60 min. most days.
Is your workout cardio? If you're just lifting weights, you're not going to get great results either. . . weight-lifting is important, but so is cardio. Try running, swimming, jumping rope, or even martial arts for cardio. You need to do it for 45-60 min separate from weight-lifting.

We don't know your body type, diet, or routine, so could be a number of things.
Go to the library and do some research!
1] best diet for body building
2] best aerobics to do with weight training
3] what to use [ weights, equipment ] and how often to use them. Google top weight training books - there are some great ones!

you might not be eating right
or if you keep doing the same exercises over and over again, your body will get used to it, and nothing will happen
try to switch up your exercise routine
