If you live in Wichita, KS, and your son is a minor, he can play any time between 8 am and 10 pm. It doesn't matter what the neighbors say. Even though the neighbors call the police, they will not prosecute as he is a minor. The neighbors who live around him have absolutely no rights at all!!!!!!! My neighbor beats on his drums for around 10 minutes to and hour 7 or 8 times a day. He wears noise cancelling headphones because it's so loud, but the police cannot do a thing about it.

In many places, including where I live, a noise disturbance can come at any hour. If it disturbs someone, its a disturbance.
Think about this. Plenty of people work 3rd shift, like me. Drums would be EVIL at 2 in the afternoon. I would ask they not be played. Even with earplugs, drums are loud.
Drums really do not belong at home unless you can sound proof a room.

Tell your son to be a good neighbor, and ask the people around you for 5-6 houses either way if the drums were bothering them. If so, he should apologize, and ask them what's a good time for him to practice. If he can't practice then, he should be practicing at night on a pad, not a drum.

In my area you can call the cops on a noisy neighbor after 11 pm. Do your area a favor and have him off the drums by 9 pm, and not playing them until 10 am.

Generally you should call the city, then the county to see what the local noise ordances are. They can also vary by neighborhood. As a rule, 10pm is too late to play in most places.
If it's too late to guarantee that your average Joe would be up to take a call, then it's too late to play drums.

This is probably not a state law they are citing, it would be covered by a local ordinace. The state laws may refer to disturbing the peace, or disorderly conduct, but the local ordinace probably has a time restriction for noise.
My jurisdiction defines "quiet hours" from 10 pm until 7 am.
Any noise that can be plainly heard off your property would be illegal.
You can contact your locat police department for the specific law they are referring to, then check online or at your local library.

You should allow your son one hour after school and that is all, most noise ordinances stae any time if it can be heard outside your property line, be a good neighbor, build your son an under ground bunker and then tell him to go for it.

11:00 is a little late. depending on your state quiet time is usually 10:00. somebody must have called the police so maybe it would be a good idea to check with neighbors to make sure you arent disrupting anyone just to keep the peace if nothing else
