if it only happens in cold weather its a circulation disease. i have it too. forgot what its called but you cant die from it.

does it happen to your hands, too? Reynaud's is an auto-immune disorder than causes one to lose circulation in fingers and toes.
It is worse in colder weather; I had to start taking my cozaar again today - a circulation medication that I don't have to take for the occasional problems in warmer weather.
Try layering your clothes, especially the chest area. It sounds odd to warm your toes by warming your chest, but if your blood is warmer leaving the heart, it will improve circulation in your extremities.

Do they turn white? Could be Reynaud's phenomenon. That's an auto-immune condition in which your capillaries become sensitive to any kind of cold. You may want to check with your doctor and/or a rheumatologist.
