Might sound like a dumb question but my friend and i were wondering..Say ur driving and ur stoped next to a cop and blow a kiss to him can they stop you?? lol i just was thinking i mean they cant really give you a ticket or can they?? and for what ?? lol

Cops are in such a position of power that they could get you into trouble if they wanted to. They'd find something or make something up if they really wanted to get you into trouble.
But I imagine a cop would like to be blown a kiss. I would if I were a cop. I'd be flattered! Why would they get you into trouble for that?

It isn't lewd so I don't see where they can press charges. If they have a good sense of humor they will most likely just laugh it off, if they don't they may try to find another reason to stop you.

no they cant stop u unless you make an obsene gesture, like the middle finger or you show ur self or a traffic stop.
