Cesar Millan was born Aug 17, 1969, in Culiacán, Mexico. He states that he first started learning about dogs while living on a farm, through simple observation. When he was 6, the family moved into a small apartment in the city of Mazatlán. There he got a job as a teenager sweeping out the pens at a local vet's office. At age 21 he sneaked into the USA illegally.
He has no formal credentials in terms of dog training. His web site states no accreditation of any kind. He has no formal psychological training, neither human nor animal. He has no background in ethology, zoology, education, or animal behaviour. His training methods are all self-taught, based on books he has read and his own macho outlook on life.
In 2006 he became an honourary member of IACP, a sort of Better Business Bureau for dog-related businesses. It is not an endorsement of his dog training methods, but rather an acknowledgement that he's a great businessman.
Unfortunately, the foundation for Millan's training program has been known to be false since the 1960's. Studies have shown that the whole traditional theory of alpha dominance is based on incorrect conclusions drawn from observations of captive animals.
There have been no formal studies or follow-ups of dogs trained by the Cesar way. Rates of regression afterwards are not known, although anecdotal evidence suggests that dog owners alone are not getting the sort of great results that Cesar Millan claims. Every episode of his show contains a warning to people not to try his techniques at home.
In the end, it is up to every dog owner to decide what sort of training program to follow.

Everybody sorry to disagree with you, but Cesar Millan is not a dog trainer, hes a dog psychologist. He is great, hes the dog whisper you can see his program every Friday starting at 5 i guess, in national geographic channel, its amazing you will be surprised the way he approaches dogs with problems, and the most amazing thing is that is always peoples fault, nothing to do with the dogs.
