It is important to read the Scriptures in its context where God is reassuring his servant Isaiah that God, is the only God and that beside Him there is no others. The message is that God is indeed in control of the sun, the darkness, the prosperity and "evil". The version that you read in KJV reads "evil", but the more precise translation is "calamity" NKJV or "disaster".
Now concerning the issue of evil, God never created evil because all things that he creates is good (Gen 1:31, 1 Tim 4:4). If evil is in the world, it is because of our own desires: " 13 Let no man say when he is tempted, I am tempted of God; for God cannot be tempted with evil, and he himself tempteth no man: 14 but each man is tempted, when he is drawn away by his own lust, and enticed. 15 Then the lust, when it hath conceived, beareth sin: and the sin, when it is fullgrown, bringeth forth death." (James 1:13-15).
God's nature have two aspects, on one side He is extremely good and gracious, but on the other side He is a God of justice (Rom 11:22). Now, God gives all men the opportunity to repent and to obey the Gospel of Christ, but if that grace is not taken while it is called day, then God know that He will have to judge the world and punish the evil doers.

God created evil so we can be tested. That's one of the main purposes of why we're here on earth, to be tested and in we've passed the test, we can return to our Father in Heaven. Its like a filtering process. Everyone gets the same opportunity, but only those that follow the commandments and live righteously can return to heaven. Evil acts as an opposition, for the Lord said, "there must be opposition in all things in order to know the good from the evil." How can we experience Good, if we never knew evil?

He did indeed make it, but He wern't the one that sort of 'activated it'. If you remember, back in the creation, the tree of good and evil was there, but man were the one that picked it and the bible said that evil entered the world (this is when the bible said that from the sweat of man's brow shall man eat bread, and when God cursed woman saying that they shall bear forth pain when in labor or, when thorns began to grow up out of the ground. If you look at it, the earth was peaceful, there was nothing 'hurtful' on the earth not even thorns. So therefore in contrast you can say that once again, mankind made the fall.

God created evil but also warns us about Evil and guides us through His Prophets, Messengers and His Divine Revelations.
With presence of Evil we recognize good out of evils and learn to appreciate the good.

People are judged guilty of sin because they CHOOSE the evil over the good (righteousness).
People prefer to follow their desires rather than listen to the directions G-d gave in the Torah for righteous conduct.
Satan isn't the root of evil in the world. The heart of man seduces the mind of man and leads him to selfish disregard of G-d's laws for us. Sin comes from the heart.

Hence the "problem of evil".
If God has the power to banish evil from the world, but chooses not to do so, he is malevolent.
If God has the desire to banish evil from the world, but not the power, then he is not omnipotent.
If God has both the power and the desire to banish evil from the world, then why is there so much evil in the world?
If God has neither the power or the desire to banish evil from the world, then why call him God?
