for a 3 year old that is a slow talker?

I would look into babybumble bee videos and simple books with just pictures. A really good one is Baby's first library words. Puzzles may also be good because then you can talk about the puzzle piece as they are putting it in plus great fine motor skills. Leapfrog also has some great toys. Some are the number buddy(found at toys r us) and the alphabet bus(also found at toys r us). They add music and talk at the same time. Hope they are seeing a speech therapy(can be free). There are a lot of toys out there that try and teach toddlers words. They may see a picture and the toy will say the word...of course, the parent, guardian, whatever has to work with them.
Or, you could just forget about the slow talking part and give them something fun. A cool toy that will entertain them...there are thousands out there, just look around.
I usually don't recommend clothes because for one, a three year old will be growing out of the size quickly, plus they aren't fun!
Don't worry about it...just look around and find something for that age that might possibly entertain the child. You never know what they are going to like at that age or not. I've had three kids, and it's always a hit or miss thing! Go look around at the toy store!

My favorite gift ever from childhood was a box of multi colored clays. Molding bakeable clay. You can make things out of it bake it and have a whole other toy! It still gets me kinda excited! ha ha.

Its good for creativity, and a three year old child would love it!

Books! books encourage language and blocks do too. I recently heard of a study that was done about blocks and language. Also any toy that encourages imaginative play, like a kitchen, play store, doctor, etc.

Toys, toys, TOYS! If he's a boy, you can get him anything that have to do with cars. Arts and crafts make a good present too. If She's a girl, barbies or Princesses.

I would think one of the leap pads and get one of the programs that has the book that the todler touches an object in the book and it tells what it is and pronunciates it... it helped my nieces begin talking better right away

Well so far the #1 thing for toddlers these days is dora or diego i guess. Thats all they ever talk about!
