Its probably a small dog right? most small dogs I have ever known shake, i don't think you really need to worry unless its like convulsing, in this case it could be a seizure.

Does she carry her tail down between her legs?? She is afraid. You need to build her confidence. The tail and shivers indicates she is terribly insecure. Take her for walks and teach her to meet people. New people should not make eye contact with her or attempt to touch her. Let her come to them.
Do you roller blade or skate board or ride a bicycle?. Get her to go with you and get her running with you. Maybe she could even build the confidence to pull you. Then again she may have low blood quality and is cold!! So be sure her health is Ok first.
When she is shivering do not comfort her? Don't pet her and say ....oh poor baby!!!. That reinforces the shivering and tells her you approve of the shivers. When she does it try to get her to doing something and ignore the shivers....distract her.

It depends on what kind of dog it is. For example, chihuahuas shiver all the time- that's just their personality. (always nervous) Or it's possible that your dog is short-haired and he is cold... Some big dogs shiver because they are nervous, but that usually includes excessive amounts of drool and panting.

There are several reasons your dog may shiver. If you have a small breed dog they may feel insecure. Try putting a cute (or handsome) tee shirt on them to help them feel safer.
If your dog just started to do this, it could be cold (winter is here!) or your dog may have an illness. Check with your vet if it continues and other symptoms appear. (Diarrhea, lack of appetite, thirsty, fur becomes dull, eyes appear dull, etc...)

If its a puppy who is naturally small, its fine. Its normal.
Or big ones can be cold or have trouble balancing.
