what caused the file failure?
if the hard drive failed, then you'r pretty much done for unless you made good backups (try installing the hard drive on another computer in safe mode to see if it really did fail)
if it was a simple matter of accidental delete, then there are many file recovery tools online

If the hard drive is not completely dead, then you could try some file recovery software. Also, there are company's that do Data recovery by opening the drive and installing the platts in a reader, but these services are very expensive. Try a Google search using something like "File and data recovery".
