I told my mom i was going to save my money this year and buy the new iPod Touch because I love the new feautres. She said "No, I'm not letting you go on the internet all over the house"

Does she not trust me? She also won't let me have a cell phone

She's obviously got some trust issues. Sit down with her and ask her for her reasons why she won't let you get any of these. Open more conversation channels with her and that might help her with some of her fears. Maybe she's watched things like the "To Catch a Predator" on Dateline and she's scared something like that will happen to you. Help her trust you more by being open with her.

For the cell phone, tell her the stats on kids who don't have them, how she can keep in contact with you easier (yes, not the best sometimes for you, but that's better then not having one at all), and things like that. Make her see the full safety point of view. She might also be worried about the bill, if you're paying it, she might be nervous that you'll need help some months and she doesn't want to cover it. If you have a job, point that out, if not, look for one. Could even make up your own 'contract' of sorts, so if you do go over, it's covered on how you pay it back.
