No, ticks do not burrow under the skin. They attach themselves by their mouth parts. When a tick is fully engorged, it has a grayish appearance, and you can see the legs on each side. If you do see a tick, you can remove it with a pair of tweezers by grasping it where it is attached and pulling it off.
I would watch it for a few days, and if it doesn't recede, then take your pup to the vet. In any event, they're only one who can give you any kind of definitive answer, after examining your dog.
My dog had something similar to what you describe recently. I think it's from playing with another dog, which may have grabbed his lip and bitten it without breaking the skin. It seems to be going down, so unless it reappears, I don't think it's a problem.
Anytime you have a question about your dog's health, your ultimate authority should be your veterinarian.

I had 2 dogs that developed these mystery lumps, they are benign and harmless, though unsightly. We did have one removed from my spaniels eye lid, for fear of eye problems. They are tumors, but any "growth" that is not normal is called a tumor, and usually benign (harmless) If you are concerned, ask the vet to take a look, when is the next yearly checkup? Can you wait until then?
Not a tick! Ticks drop off after they have had their fill.

if it was a tick it would be light grey in color and be the size of a dime or smaller. ticks mainly live in pine trees and pine straw.

it could be a whisker bump touch it if the dog seems to have pain it could be a tick

My dog is 16 and sometimes she will look like that, but she has an abscessed tooth.
