that person is probably trying to make a conversation.... feeling a bit out of place and maybe even feeling unnoticed!
normally when that happens... they say this that do not make sense or say things trying to please the other people... they usually get themselves nervous and embarrassed while doing so!
they will probably start blushing and looking down!
as a general rule.... shy people never really look to other people in the eyes (especially when talking to them).

They might say something awkward, stand in a way where their head might be facing you, but their body is turning away. Body language I think, plays a huge role in this and you can very easily spot someone who is shy or awkward by how they stand, sit, and interact. Also, they may try to get involved in things they might not normally like, and they might become more of a presence, appearing in the halls or in the office more often to say hi or walk by.

Smile dont grin that would make thwem more sself concious have an open body language .Reassure them that what they say is correct ( if you sincerley think it is if not gently give them your honest opinion . Dont let them wallow in the shy persons mode . It means you will have to have thewm in cotton wool and that lessens your autonomy from giving a full and frank opinion , they should respect your honesty and those of others as a bargain

They often don't make eye contact when they try to talk to some one and are usually stuck for words. When I encounter some one like this I try to put them at ease immediately and make them feel that they are equal with every one else. Shyness is a problem for many people and often manifests itself in a variety of ways.

That they are struggling to open up since they are shy and it is not comfortable for them.

That they sometimes go overboard. Like they don't quite know what to reveal about themselves so they just spill everything!
