Can´t find another translation from German to English than this: (before some explaining, sorry.)
Liebe is a noun and in German, nouns are always written with a large first letter, like {die Liebe = the love]. Just for your information the verb to love in German = lieben.
Sorry, finally, your sentence means: Love is crazy (some less stronger world for verrückt could be: stupid, silly, "out of this world", for instance).
