You'll need 150 acres that can be shaped and manicured into an 18 hole golf course. 150 acres of mountainous terrain or 150 acres of side-hill property or 150 acres of swamp land won't do. You'll need a golf course architect. To build a basic entertaining and competitive 18 hole hole course will probably cost between 3.5 and 4 million US dollars. The machinery and equipment you'll need to maintain said golf course will cost around 225 to 250 thousand US dollars. Are you still interested?

Money.
You need the land. An 18 hole golf course usually is about 7,000 metres in length. It needs to be designed with drainage, water and landscaping all taken into account. You thus see newer courses being built around housing estates so the home owner on the course can absorb all these costs.
A typical championship course these days will cost about $200 million from start to finish.

It must be money and time. A course WAS being built near my home. A lot of land was cleared, grass was planted and watered and waterd. Suddenly, everything stopped after several months. Eveyone says they ran out of money.
