Men of dishonour sounds like deserters or traitors
Men of honour dishonoured would make a better title
or dishonored men of honour

This is a shop 5mins away from my home
that i purchase a lot of my boots ,clothes etc
from over the years and it is always full with squaddies and police replacing their uniform and kit no doubt with their own hard earned money

How about "Decade of Neglect"? You could feature the large draw-down of military medical facilities after the end of the Cold War, including the closure of both amputee treatment and rehabilitation centers for the Navy and Marine Corps at Philadelphia and Oakland, as well as the Army's at Valley Forge Army Hospital. Along with that would be the forced closure of many military facilities with housing stocks in high cost areas like Boston, New York, Los Angeles/Long Beach and San Francisco.
But, that would require a great deal of research on the Base Closure and Realignment Commission (BRAC) process and the appropriations process in the Congress of the 1990s which saw a "peace dividend" and decided to spend it on social engineering and support programs.
Or, you could take the easy way out as suggested by an earlier answer and blame it all on George Walker Bush.

Men of Dishonor would be most appropriate for EX-Military personnel that received Bad Conduct Discharges or Dishonorable Discharges at sentencing of a General Court Martial.

Or maybe a biography of our current president!
