Schengen countries need to formally accept Poland as included for the visa entry.

Firstly, the Schengen zone and the VWP are completely different things. Poland is already in the Schengen zone (the area comprising most of mainland Europe which does not contain internal border controls).

The VWP is to enter the US without a visa. This is at the discretion of the US government as to who gets to use this. As far as I know, there are no plans by the US to let Poland into the scheme in the future.

Poland is not yet in Schengen. Land border checks will stop on December 21st 2007. Schengen visas will be accepted from January 1st and checks at airports will stop on March 31st.

Visas for the USA for Polish citizens is a completely different issue, and the EU is currently in talks with the US to extend visa free travel to the US for all EU citizens.
