New Jersey. I should know as I live there. New Jersey also has the highest auto insurance rates and gets back the least amount of money for each tax dollar we send to Washinton (something like 65 cents for every dollar). All around we pretty much get screwed whatever we do. The only bright spot is that we have the lowest gas tax in the country and therefore our gas cost less per gallon than anywhere else.

While the dollar amount of property taxes may be the highest in New Jersey, the percentage of the tax as compared to the FMV of the home isn't held by NJ. TX, FL, TN, and NH all have extremely high property taxes as they have no income tax.
I owned property in the San Antonio area until last year. My property taxes ran close to 5% of the FMV year in and year out. The value of the homes was much less than what they would have been worth in NJ but the tax rate was nearly double what NJ's is.

If it's not, I'd hate to live in New Jersey.
