By the rule of the dice (craps) game every numbers can be bought.
however, when I ask to buy 5 and 9 -despite it has the same vigorish as 4 and 10 (because they dont count cents) and still I win tough a fools bet it is.
What do you think?

Despite all of your math, the stickman placing the dice to the suckers that 4 and 9 comes out favorably before a seven out - many times.

No, I have never bought the 5 or 9 in craps. Few people buy any numbers other than 4 or 10. The reason is the vigorish is the same for any number, giving the house a 4.76% edge. If you use place the numbers instead of buying them the house edge varies by number and is

6.67% for 4 or 10
4.00% for 5 or 9
1.52% for 6 or 8.

Hence, buying the 4 and 10 has a lower house edge than placing them, while placing the 5, 6, 8, and 10 has a lower house edge than buying them.

There is one variation on the buy bet used by a few casinos than would make buying the 5 and 9 a better bet than placing them. This variation requires you to only pay the commission on a buy bet when you win. With that rule variation the house edge for buy bets is

1.67% for 4 or 10
2.00% for 5 or 9
2.27% for 6 or 8

Hence, with that rule variation buying the 4, 5, 9 and 10 has a lower house edge than placing them, while placing the 6 and 8 has a lower house edge than buying them.
