They can't take it from you while you're in another country. But:

If you're a US citizen, and you come back, don't expect the debt to disappear.

If you come back, and you're not a citizen, still don't expect the debt ti disappear.

If you're in some other country, but have accounts drawn on US banks, or banks with US Branches, be prepared to have those funds seized or levied at the discretion of the creditors and courts.

If it has been 15 years the debts are past the Statute of Limitation for collections.

They cannot take any money from you before they get a civil judgment against you. It is possible that they may have gotten a judgment by default. If that is the case and your were not properly served (because you were out of the country), you could petition the court to have the judgment invalidated.

What are you worried about - just dont pay. Screw them. Remember - you only live once, so dont live in fear of debt. Dont take out any more cards though. Learn from the lesson. Keep everyone else's interest rates down.

Pull you credit reports and look under the "public records" section...there you will see if there are any outstanding judgments against you. If you meant 15 years....this debt should be outside the statue of limitations.
