the excercise is laying down on your side,
then lifting your leg up and down slowly.
will this help slim down the inner thighs,
or make it become buff?

No. You are using the outter edge of your leg for control.
An exercise would be to put a ball between your knees and squeeze for a slow count of 10 till you build up. Seated squats would help tone also. Stand straight, then raise your arms forward in front of you as you (with feet together) go to sit in the imaginary chair. Hold for a slow count of 15 to 20. Work up to 20 reps. Go to your local library and check out a book for excercise. There is not spot help thought. Overall workouts are best.

This will slim and tone outer thigh-to target inner thigh, cross top leg over with foot flat on floor in front and lift lower leg (look for "adductions").

Sure. As you notice progress, alternately hold top leg up about 45deg and raise lower leg 25 reps. for fuller definition and tone.
This is more of light combo of stretching and toning. If you want more bulk, use light ankle weights.
Another alteration, is using flat smooth wall, or door, and do squats in sets of 50. (x2), working quads, thighs, abs, calfs, and abs.
