As others stated, start off with a point & shoot. The photographer's skill is what makes a good image as long as the camera is fairly decent. It takes dedication, time and lots of experimentation to become a decent photographer. Once you get the basics down, you need to find other photographers to chat with, perhaps a local photography club. Fortunately, "film" is inexpensive in digital photography.

You can get a fairly decent point & shoot for $250 to $300. Since you want to learn about photography, be sure the camera can be easily set up in aperture, shutter, or manual modes and provision to override the exposure settings. These modes will allow you to create certain artistic effects. If you're hell bent on getting a better camera, you can get an entry level dSLR camera at $550 (something like the Nikon D40 or low-end Canon dSLR line). This allows you to use a multitude of lenses that will cost more than the camera. dSLRs tend to be bulky compared to a point & shoot which make it inconvenient to haul the camera around with you all the time. On the up side, dSLRs have better image quality and less delay. A good camera in the hands of bad photographer will take much worse "shots" than a crappy camera in the hands of a good photographer. I have seen people take wonderful shots with crappy cameras. They just happen to have a very good eye for composition and understanding of lighting.

See if your school has a photography class. This is the best way to be introduced to photography. If it doesn't, check out your local community college. Borrow photography books from the library. Even an old book from the 1960s will teach you the basics of photography. Once you figure out how to control your camera, then you can start to borrow books of photographic collections and see how people compose their shots.

In this digital age, you also need to learn post processing, or manipulating images on your computer. If you have lots of money, get Photoshop. If you're on a budget, you can use The GIMP which is free and fully featured.

Photography is a pretty fun and exciting past time but there are drawbacks such as the biggest and best cameras( just the camera body) cost 5,000$ and the lowest not so good cameras cost 50$ yes i know thats a huge price difference but there are two different types of cameras such as point and shoots which are those small cameras that fit into your pocket that offer live view, movie making, etc, and there is dslrs that start at 500$ for just the camera body yeah pretty expenisve but the lens cost even more usully if you want a good lens they cost 600$ to 700$ but since your just begining to be a photograhper i'd go for a good point and shoot (some point and shoots are almost as good as dslrs but are half the price)

A good point and shoot canon camera is the s5 is which is 350$ it has 12x optical zoom with 8 megapixels to back that up.

If your looking for something less expensive but nonetheless good there is the canon powershot sx100 which has 10x optical zoom and also has 8 megapixels but this costs way less. You could get the sx100 for 230$ if you looked very hard online.

You dont just have to get a cannon there are other brands such as Nikon, Panasonic, Olympus. There are also other brands but those are the main ones. I prefer Canon but thats just me. \

Good luck with your photograhpy

Take good pictures

Start by going to your local library and learn a few things about what you want to do with camera. Want to get involved with shutter speed, apertures, optical zoom? Find out what it means. If you don't want to bother with all of the above, and just feel comfortable with leaving camera on auto, you have no use for a "professional photo camera". Today you can get many excellent photos just by leaving camera on auto.

Why don't you start with a good inexpensive camera.Since you are only 16 and you still may want to do something different.
professional cameras can be quiet pricey. "$1000.00" or better.
