You kinda can't. The other option is to go up thru Westchester, in which case, you're going to be shelling out for the Triboro to get to the Deegan and then the Tappan Zee - which is is closer to a total of $10 or $12 these days.

Woodbury Toll

Actually you wouldn't be paying major tolls GOING to Woodbury outlets (crossing the Hudson to the west is free on the GWB or Tappan Zee.) And instead of getting out at the Triboro exit on the FDR, get out the next one (I-87/Willis Avenue Bridge) where you don't pay a toll. That way, if you stay on the Deegan/NYS Thruway, the only tolls you would pay going there is 75c (cheaper on EZ-Pass) past Exit 6A and another 75c at Exit 16 (NY 17-Harriman).

Now, if you want to avoid the Tappan Zee tolls and GWB tolls, instead of getting onto the Thruway from Woodbury, head for Route 6 East. You will be going uphill and through Bear Mountain for a bit. Then you will hit a traffic circle. You will want to go for the Bear Mountain Bridge, which will cost you $1.00, which will be the only toll you will pay.

HOWEVER, this is VERY out of the way. You are heading somewhat north to do this, once you get past the Bear Mountain Bridge and head down towards route 6, it is an EXTREMELY windy and, especially when wet, TREACHEROUS road since it literally hugs the mountain. Then you head for Route 9 in Peekskill heading SOUTH. After you go on that highway, you take the exit for Route 9A (Briarcliff) to which even though it is a 2 lane highway, at parts you have traffic lights. Then from there you can either hit the Saw Mill Parkway and then head to NYC that way (exit at Mosholu Parkway to reconnect to I-87) and I think you see where I am getting at here....a LOT of work just to "save" $3.00..and when you consider gas, you're really NOT saving this way.

Think of it this way, if you don't go to the Woodbury Commons all that much, then a $4.00 toll is no big. And if you still want to shop after Woodbury, you can always hit the Palisades Mall (Exit 12 - NYS Thruway).

It's free to leave the city, $6 to come back. Any alternative when coming back will cost A LOT more in gas than you'd save in a $6 toll, like going up to Canada to go around the Hudson River?
