Not all plants will, but some can. I'm thinking of cuttings from deciduous trees taken in winter. These lack roots and leaves but survive to grow them back.

Plants Without Roots

if they have no roots then they can't get fed by the nutrients
in the soil.
i think it can survive not having leaves because a Cactus has no leaves.
but if it doesn't have them both then no it can't live because it takes in oxygen and give carbondioxside and it can't live without food water or oxygen.

No,it can t survive because a root is a main part in a plant.As it is absorbing minerals from the soil and it distributes to the stem,the stem distributes to the plant.So,this is a main part of a plant.without minerals a plant can t survive.
