Having worked as a VP of Human Resources, the role of the HR department is usually to rule out the completely unsuitable candidates for an internal transfer. The Operations Manager normally makes the final decision about who they want to hire but it could be different with your company.
Regarding the question as to why you want to move from sales to operation, the best answer is always an any honest one. Typically, it is the other way around. People want to get into sales because in some companies sales representatives have more flexibility with their sales; aren't stuck in an office all day and are paid more.
If your sales position has required overnight travel and you want to spend more time at home, that is a good reason to transfer to operations. Or,
"I believe there is more opportunity for advancement in
operations."
"My education is more suited to operations."
"I'm more interested in the production - the nuts and bolts - of how are our products are manufactured than selling our product and we have good people out there doing that job."

If you are asking Yahoo answers to give you a response in the event HR asks a question then you are not ready to transfer from sales to operations. You have to be convinced in your own mind that the move will benefit both you and the employer; otherwise why would he accomodate you?
