I recommend getting the bachelor's degree in civil. Then if you want more, get your master's in Management.

It depends on how much your work experience in Engineering. If you have a diploma or a Bsc, coupled with years experience, you should get a degree in Engineering Management. You will earn more for having a higher degree. If you are just a high school grad and worked odd jobs before, you should enrol a degree in civil engineering.

Are you interested in managing people (eng mgt) or the challenges associated with technical problem solving (CE)?

Can you accept that people working for you will likely be making more money than you? (EngMgt)

Are you interested in being a specialist (CE) or a generalist (EngMgt)?

For most people, I would recommend getting grounded in a technical field first. Learn how to solve the hard problems. Then, if you are interested in managing teams of technical, highly-skilled, knowledge workers, then consider the engineering management follow on.

I've had young (2-3 years experience out of college) employees come to me in tears because they went to school for engineering and their jobs were more management oriented. (Very large company with centrally managed hiring processes.)

For most people, starting in the technical areas gives a technical knowledge base that helps them understand the problems being solved and the path to developing a solution. This knowledge base is very helpful when you become responsible for mentoring and developing employees into high-performing team members.

Both career fields have their rewards, but only you can decide which way to start.
