Hi Dior,
There is a pretty big difference between the two. If he has been circumcised, you will be able to see the whole head, whether he is hard or soft, as the skin will have been trimmed back neatly behind the head. When he gets hard it will be stretched firm and tight. If he isn't cut, there will be lots of skin overhanging the tip when he's soft, and it will probably partially cover the head when he's hard (it varies). The skin will be much looser and slide back and forth if he is uncut. My personal preference is circumcised, I feel that it's cleaner and more attractive. Hope this helps. Acircumcised penis has no foreskin, it must have been cutoff when he was younger.A noncircumcised penis has a foreskin , aloose hangingdown piece of skin that covers the head of th e penis.This, it was claimed. collected dirt and made the entire area susceptible to germs and dirt. Cutting it off was also suggested to increase sexual prowess and power.Your guess is good as mine on this score.I hope this answers your question.

Theres extra skin that overlaps on the head of the penis when its soft, when its hard its more difficult to distinguish, but if you run your hand upwards there will be extra skin that goes over the head. All feels the same just looks different.

yes it is called a penis ! A guy who is circumcized has no foreskin on the top..there is no guessing involved.
