I think there must be more to this question than you wrote here, because I don't see how you can compare these.

Bilingual Education is teaching students content areas (language, math, science, history, etc.) in two languages simultaneously. It is usually NOT done by translation, such as teaching in English followed directly by a Spanish translation. Either some subjects are taught in one language, and some in the other (all math and history in English, all science and another subject in Spanish), OR all subjects are taught in both langauges, but on alternate days (today all lessons will be in Spanish, tomorrow they will all be taught in English).

Pidgin language is not just two languages put together. It is a sort of mixture of two languages in which no one who speaks it is a native speaker! This generally stems from a commercial reason - such as merchants who speak a certain language land at a port and do business with residents of the port who speak a different language. This mixture has no grammar, so there cannot be any education regarding the language. Sometimes speakers of a pidgin language teach it to their children as a first language. When this happens, it develops a structure and grammar, and is called "creole." This could be used in an educational setting, but not pidgin.

So I really don't see a correlation between bilingual education and pidgin language.

No, pidgin is not just two languages put together although that is the most common. It is a reduced vocabulary language drawing from 2 or more languages to provide a trading and exchange medium. Most often the words of the dominant language are distorted and modified by the language features of the submissive. The submissives are making an attempt to use the most important (to them) words and the dominant people use the words as they hear them to communicate.
Bilingual education involves using two languages to teach a broad range of concepts. Most often it is done when students speaking one language are immersed in a society speaking another language where the basics of education - math, social studies, reading, writing - are taught in both languages with a gradual transition from the children's language to the society language. Normally, the parents want the kids to learn the society language but not lose the parent language so elements of both languages (grammar and vocabulary) are taught.
