the real answer is, it all depends on wehter or not it benefits a Hendrick`s team driver.!!!
this past year they restarted a race after 3 hours rain delay because Gordon & Johnson were way down in the 30s for placement, another race was canceled because Gordon was leading, and they called it just as Newman was ready to pass Gordon., Why wasnt that race restarted after 3 hours ?

They basically go by weather forcasters in the local area, who used advanced radar (such as doppler) to predict how long the rain is goin to last and if it's just a passing storm or a much bigger front moving through. They can tell by NOAA or the National forcast how long it's going to rain. If it's just a passing rain shower the race goes into a delay. If it's a huge frontal system, the race will be cancelled afer a certain amount of time shown by the weather tracking from the radar.

According who is in the lead at the time.
The rule at one time was if the track was not dry in 2 hours race was called. Then suddenly it was 1 hour then the excuses this year seem to be the radar shows clearing skys near?

They take a look at allot of variables, Such as if they re-start it will they be able to finish the race that day. Also if the race is more than half way done they can call the race and award it a complete race and the current leader would be crowned the winner. If the race is not half way finished they will schedule the continuation of the race for the next day. It will keep getting pushed back till they reach a day where they can finish the race. They will if at all possible try to get the race finished on the day scheduled.

According to the Fox Broadcasts, they check the weather to see what it looks like. Some tracks have lights and some don't as well. And if a race is atleast half way, then it's an official race. The Hendrick teams sometimes don't pit when the weather looks bad and they take a gamble to get up front.
