Why are the Navy Core Values important to a leader? what is the reason for the values?

Honor, Courage and Commitment are what mark a leader. Holding to and evincing those values is what causes others to follow that leader. They also mark the three things which the Navy has demonstrated throughout its history in defense of the Constitution and the nation.

Because he's got to know how to manipulate them to do whatever he wants; and it can be difficult to manipulate something if you don't know anything about it.
