how can i measure the long/lat values of any place with some handy instrument

Well, since you want to measure both latitude and longitude, with; "some handy instrument" A GPS receiver would be your best bet,. While you could do it with a sextant AND a very good clock (just a sextant or theodolite alone is not enough for longitude) , the portable GPS receiver will be both less expensive and far more "handy"

Nowadays a GPS (receiver that listens to the signals from overhead satellites and uses the time delay to each signal) provides the cheapest and easiest way to get latitude and longitude to within a few feet. If you are lucky in therms of how many satellites it can hear and how nicely they are arranged geometrically at the time of the readings you might see something down to inches.

You can use a GPS receivers many of which are currently in the market. Some of them are very handy

Latest instrument, 'GLOBAL POSITIONING SYSTOM' (GPS). We, AS A SURVEYOR, were measuring 'Latitudes and Longitudes', by observing from the 'STARS', WITH 'ONE SECOND ' THEODOLITE.
