There is a difference between the car salesman license that California issues and the car DEALER license. Car dealers can only employ licensed salespeople. A dealer's license is more expensive and requires bonding, insurance, and education. The thousands of legitamate dealers in California who have put in the time, money and effort to establish their businesses don't want another curber out there operating illegally taking their profits. Go to California DMV website and find the section on dealer licensing. In my state, you need a location to do business.

No experience in CA, but in other states, and my experience is any business process in CA is more complicated than other states.
Simple answer is no, I do not think what you are suggesting will work. Most states require a physical location and some verification of that. There may be a way to work around the question, but you would need insider information.
