How well do you know the person? If it's a very close friend,I think a congrats card and a gift card to their favorite store for around $50. If casual acquaintance, just a congrats card would be sufficient. If it's a good friend, and you don't want to give a gift card, several friends could have a party at your house or get together and go to dinner and everyone pitch in and pay for the grads dinner.

Most people don't expect a gift. Just acknowledging the achievement with a card, etc. would be fine. If you wanted to go the extra mile, then perhaps a gift card at a favorite restaurant.

As a person who just received her Master's (and no gifts) I think it would be nice to get something that goes with the theme of the Master's. For example, mine is in education and it would have been nice to get something teacher-y.

Usually nothing, but if you want to give something, I would go with some cash or a gift card.
