-Inside each bag there is 7 cats
-Every cat has 7 kittens
-All cats have 4 legs each
Question: How many legs are in the bus? (no tricks by the way – no drivers legs etc)

The answer is 10990 legs in the bus.
The reason the answer is not 14, is because the riddle says, in the BUS. Even though they are in bags, they are still inside of the bus!

I think it's 1582
7 kittens per cat = 49 kitten
Plus the 7 cats = 56
X 7 cats/kittens per bag = 392
392 cat/s kittens in all the bags X 4 (legs each) = 1568
+ 14 legs belonging to the girls = 1582
