However,some states have laws that prohibit people from causing a crime or to encourage a crime to be committed can be arrested and tried the same as someone who committed the crime.
It's called entrapment. The police used to give minors money and have them go to liquor stores to buy beer and other spirits in order to arrest store clerks for selling to minors.
The U.S. Supreme Court said the police can't do that,but they still do it anyway.
