Guliani and his Police Commish came up with a plan to crack down hard on "petty" crimes such as public urination, loitering, open container, and other such minor crimes.
Thier plan - WHICH WORKED - was that with more easy arrests police officers would have more legal SEARCHES of suspects. This resulted in the discovery of DRUGS and GUNS in the possession of people who were initially only arrested for something minor. Then these people were arrested for the major crimes and put away for a long time. The end result is that more criminals were in jail and more guns and drugs were taken off the streets. Some people disagree with this tactic because it is basically a way for police to circumnavigate the restrictive rules of search and seizure in the U.S. But it is tough to argue with those numbers. I think its a model for other cities with violent crime problems.

Michael Bloomberg, very probably the best mayor of any city ever. Just look up some of the things he's done. Also note that homicides have been below 600 a year since 2002. This is most likely a combination of Bloomberg taking over and a more united city after the attacks in 2001.

Rudy Giuliani was the reason the crime stats went down; he agressively went against criminals in NYC; the proof is in the crime stats for the New York City metropolitan area during his tenura as mayor.

They fudged the numbers to claim that their gun control laws work when they actually increased.
Also crime rates vary from year to year and no criminal is going to obey any law. The laws apply only to law abiding citizens not criminals.
Mayor Bloomberg sent his "private detectives" into other states to find out how easy it was to "smuggle" guns into NYC. His actions endangered several federal investigations and undercover agents lives.
He is being sued by a gun dealer in another state,but he wants the case moved to N.Y.-a judge ruled against it.
