they don't ask. You show ID (birth certificate) pay a fee and get your passport. Felonies are irrelevant. You may run into problems getting into some countries. Canada, for example, will run you through our FBI computer and may (will) deny you entry or break your chops over a conviction. Check out their visitor website. I am not sure if other countries do that. Canada may due to large numbers of americans coming back and forth. I would check before I traveled to any foriegn country, though. As most do not have access to your record, it shouldn't be a problem, especially for short visits.

You will have to go to your local post office or firstgov.com.
You will need a passport with the new rfid chip or a drivers license with the rifd chip in order to board airplanes even for domestic flights.
If you do not have an rfid chip in either a passport or drivers license,you will not be allowed in any federal buildings and even worse,the federal govt. may not acknowledge your existence even though you are standing in front of a govt. employee.
