Either or. They could call and say they'd like to visit, and ask when is a good time for you.
Or you can call them and invite them over at a specific time.
But either way, you're the one who should set the time that is convenient.

If they say they wanted to visit with you, but have not talked about it, further, it is possible they might be hesitating, not knowing how welcome they are or if u r busy? I would definitely call the person, casually chat with them, and in the course of talk, ask them if they want to drop in sometime? Then you both can go ahead and decide on a particular day that suits you both.
So, I would take the initiaitve and talk to them. Since I am the host, I do have the responsibility as well.

I would think that if it is them that said they wanted to come visit you then they should call you and verify a time that is good with you.

yes you should call and when so and so answers say hey gena or your friend is if its fine with you can i come over today. or if your busy whens a great time i can come over.
it is rude to come out to their house out of no where
