if he's a puppy then he's lonely and wants you need to get your pup use to the kennel and may be rock your pup to sleep .......................now if its a full grow dog ha...haha he don't like the kennel

he doesnt like being alone and/or the kennel and u probably didnt kennel train that is what happened 2 my first dog we didnt know the kennel was supposed to be on the main living floor and when we werent paying attention 2 him 2 lock him up until he got used 2 his kennel and all my dog did was whine and when we got our second 1 we trained him the right way and now he is in there a lot he takes naps and when we tell him to go to his room he goes so u might want to relocate it and if it is the cat try keeping the cat away and if the dog likes to be in there when he knows people are around play a radio

He doesn't want to be in the kennel. Depending on his age the best you can do is make hi kennel comfortable and DO NOT CLOSE HIM IN. Leave the door open, put some treats in there. Let him learn that the kennel is his special place. and he will use it for comfort. At some point if you need to close it won't mind so much. Usually dogs get used to being put in a crate and eventually stop whining and/or barking when they are put in there. As long as you know nothing is wrong with him and he has eaten, drank water and gone potty all ready, he should just be ignored when he whines otherwise he will never learn to stop. When I first started to crate train my dog it broke my heart to see his innocent eyes and hear him whine but now his crate is his safe place. I only put him in there when I leave the house but he occasionally goes in there on his own to sleep. If you must say anything to your dog when he whines while in the crate, all you should do is correct him in a stern but calm voice and he will eventually learn.

Well, my dog didn't know what hit her when he arrived. It was like boot camp for dogs, lol.
But I tell you, in the space of 2 weeks of teaching me how to train my dog, I was already seeing great results.
Especially if you have a little horror of a dog on your hands which clearly shows that she is this way because you let her get this way which in turn shows that you don't know what the hell you are doing as a dog owner.
Don't take offence to that because I was exactly the same way. I have a 5 year old jack russell and when she was 3 she turned into a little nightmare and it was because I let her get that way. I had no idea what was going on. All I knew was that she was fighting all the time with my older dog and I had to do something to put a stop to it. Turned out to be the typical dominance issue thing with my younger dog wanting to take over the household and then the world no doubt.
I got a trainer in who was excellent. He moved to Australia from America where I think he used to train police dogs and he spent a good time with me on the phone before I employed him to come and train my dog. He is also a dog behaviourist and I tell you, any question I threw at him he could answer and explain and advise on.
I saw him about 3 or 4 times but to this day I say every cent was worth having harmony in my home. It was either that or I was thinking of putting my dog on medication or getting rid of her. I'm so glad I took the responsibility to fix the problem in the right way. My little dog has turned from complete monster to very well behaved, loyal and obedient little angel. She still has her moments but she knows who's boss in the house and it definitely isn't her.
Go for it, do your research, get references, try to get someone who has behaviour as well as training experience and you should be okay.

how old is he? Where did he come from? Etc
He could be bored! Make sure you excercise him really well before he goes in the kennel and make sure hes used the bathroom!

Ignore him and he'll stop. Don't let him out because he whines or he'll continue to whine thinking he'll get out.
