I don't want to buy junk. On the other hand, I'm not a professional photographer, so I don't want to spend big bucks either.

What brands should I be looking at?
How many lights should I get (portrait work)?
Monobloc or separate power supply?

Monolights with modeling lights work very well.

At your budget, I would consider 3 Alien Bees monolights, plus some light modifiers like a barndoor, a grid and some umbrellas and/or softboxes.
