It's used to make tortillas, gorditas, puffy tacos...it's ground corn.

Like the other answer, it is mixed with lime ( calcium carbonate ) it makes it more digestable. It is also ground finer than corn meal. It is slightly coarser tham regular wheat flour. Reda the label. Some Masa is Masa mix and has the lard already mixed in for tortillas. This is usually labelked Maseca.

It is corn that has been soaked in lime (the mineral not the fruit) water than dried and than ground. It is different than corn meal in taste.
