usually you can find something to compliment someone about without lying. you may think they are actually ugly, but you can say, "wow your makeup looks great today" and really mean it.

babies and children are the exception. i always tell little kids that they are beautiful or handsome or parents that their babies are cute.

Sometimes i do, but only if i think the truth would hurt them.
However, if i really know them, then im blunt, but they know it's all in good fun. :]
