I know I am being an idiot, but can you please help me. I can't figure out how to resize a single layer. The whole canvas keeps resizing - the background and all the other layers. I have tried unlinking them & using the image resize. Please assume I know nothing when giving me your advice

select the layer you want to change the size of, and press ctrl+t or go to edit and click free transform. you can resize to any suitable size you want. press shift while resizing to resize with original proportions.

select the layer with the image you want to resize. Got to edit > free transform to custom resize it.

Select the whole layer (Ctrl +A)

Edit -> Transform -> Scale

You can then drag the handles or use the options bar to type in a % scale for both horizontal and vertical.

Press ENTER to complete the edit.
