I cannot read in my dreams, either. Or, maybe sometimes I'll see something in my dreams, and try to go back to reading a certain page, but cannot get back to it. That previous page became something else.
I did have one dream where I was able to read. It was this paper about how Tom Welling (SERIOUSLY!) was going to be at my local junior college, and if you were not on time, you were not allowed into the acting class. I could not make it, seeing that I ran myself late trying to find something to wear. (I been doing a lot of finding stuff to wear in real life lately because I need to do laundry!) I did not get to leave home to go to the junior college. The junior college was in a town near where I used to live over a year ago, the area where I lived for the longest.
But that was an exception. I most the time cannot read in my dreams, or maybe my ability to read is limited.
I have yet to come across foreign writing in my dreams.
I'm not sure what the significance of your dream is. Do you desire to leave the U.S., even if it's just for vacation? Do you have plans/goals to go somewhere foreign? Those may play a factor.

I think dreams are a way for your subconcious to tell you something that needs to be resolved, you have been thinking about or something you have been struggling with. I'm a very active dreamer. I'd say it is usually interpreted as a metaphor of what you are going through at that time in your life. Maybe it has to do with you wanting to explore more than what is in your state alone, but it is too difficult to leave or it's too scary for you. It may be that being out of your comfort zone makes you feel lost (like not understanding a language of the people in a new area) or you just have been studying German and your bad at reading street signs;0)

I heard somewhere that it's not possible to read in your dreams, but if I concentrate on the words, some of them come into focus. I can never read everything on the page, but some words are clear.

Maybe your brain is telling you that you need to travel some and see the world! Get a job where you can travel!
Is it possible you lived somewhere else when you were very small? If it was when you were a baby you still actually remember that, whether you think so or not.

dreams are just your sub-conscious (or in my culture your second soul) living their life
don't worry about it
maybe your dreams are telling you to don't stress out over little problems like not knowing how to read a forgien language
or you need to do something exciting like learn a new language or go out of state
remember your dreams are just you being yourself

I did it!!

I read in my dream.. There was a tattoo on a girls chest and I read it.

Look for names to read, That's what the tatto was an ex-girlfriends name.

-I suggest you look for writing on walls and sky writing and stuff like that in the open in your dreams and see if you can read that.-

In my dreams I am trying to read a book, but I can't open my eyes. When I do open my eyes, I wake up. Its really depressing.

Sometimes I can and sometimes I can't. Sometimes I see letters all jumbled up or even backward or upside down. Sometimes I see words fine and have no trouble reading them at all.
