He has been here for 7 years. Don't know much more than that. I did see the ticket. It did say driving on expired licsense. Has not renewed it and won't. Uses the bus to come to work. Why would he rather pay a fine instead of renewing it and getting the ticket dropped. Don't know when it expired. What might be the reason.

Can't renew it if he is illegal. Florida passed a law this year that you have to show proof of status to renew your DL.

Could it be because he does not have the proper immigration documents to live in the U.S., and the DMV in Florida will not renew his license if he is an illegal alien?
That would be my first guess. I believe Florida requires an applicant for a drivers license to be a legal resident. If the applicant for renewal is an illegal alien, he would not be able to get a license renewed.
That's my guess as to why your friend didn't renew his license and is taking the bus.

Did he understand his options? How is his English? Sometimes immigrants pay fines instead of getting a reduction because they don't understand the system and how to deal with it better.
Maybe there is some reason he can't get a license, or thinks he can't.
There could also be problems he doesn't want to talk about, and you'll never know.
